This may be a reference to the 1988 comedy "Coming to America" in which an African prince comes to New York CIty  to seek life as a normal person. He is employed by a McDonalds and hilarity ensues

The Africa Tower is a skyscraper in Grand Theft Auto IV and Grand Theft Auto: Chinatown Wars, located in Hatton Gardens, Algonquin, opposite the Civilization Committee building.

Description

The Africa Tower, which bears a start modernist design, is of average size (when compared to other skyscrapers in the surrounding), and sports its name and an image of the African continent in the middle at the base of the building. The function of the tower is not known, as the building is non-interactive.
