The carcols.dat file sets the colors of vehicles for the GTA III era games. Only the parts of the vehicles that can change color can be changed by this file. It cannot change parts that are permanently only one color (like the Rhino or the Hunter). These files can be opened with basic text-editing programs like Notepad.
