This is a list of Characters in the Grand Theft Auto series, listed N-R, and lists characters by surname. When surnames are not available, first names are used and then nicknames. To find characters whose names are known but are better known by nicknames (such as Melvin Harris, known better as Big Smoke), you can use the Find function. To access this, press the Control (Ctrl) and F keyboard buttons at the same time.

Some characters listed appear in other Rockstar Games titles, such as Manhunt, but are listed here as they are in so way related to the Grand Theft Auto series. No Chin No Chin is the nephew of Uncle Fu who plants car bombs in El Burro, Jimmy the Shovel and Hung Well's cars, as well as a Yakuza limousine. No Chin is killed by the protagonist when he attempts to return to China. Appears in: 1
Joaquin Noff Joaquin Noff is a member of Los Cabrones, in 1984, who resides in Vice City. Appears in: VCS
Noles Brothers The Noles Brothers are four brothers who are killed by the protagonist on orders from Harold Cartwright. Appears in: L 1969 and L 1961

Miles O'Donovan is a businessman who resides in Liberty City. In 1998 he becomes Mayor of Liberty City but quickly comes under the control of Salvatore Leone. He later shows signs of corruption, for example, his relations with the Donovan Hardware company. Voiced by: John Braden.

Cam O'Flarge Cam O'Flarge is, in 1984, a member of the Army stationed in Fort Baxter Air Base, Vice City. Appears in: VCS
Aiden O'Malley Aiden O'Malley is, in 2008, an incarcerated Irish-American resident of Liberty City. Born in Dukes, he later became friends with Derrick McReary and Bucky Sligo. In 1995 he was arrested for a string of robberies and convicted after Derrick McReary gave evidence. However, in 2008 he begins to give the LCPD information about Derrick McReary's involvement in the robberies. Whilst being transported to Alderney State Correctional Facility, he is busted out by Derrick's brother Patrick and Niko Bellic, who later kills O'Malley. Voiced by: Jarlath Conroy.

Pablo Pablo is a fictional Mexican stereotype who also appears to be Gordon Moorehead and Molly Malmstein's mutual friend on Moorehead Rides Again. Appears in: VCS
Chris Packet Chris Packet is a male beachgoer who in 1984 resides in Vice City. Appears in: VCS

He is present when Gracie Ancelotti is traded back to the Ancelotti Family for diamonds. He runs the Maisonette 9 and Hercules clubs, although their location is unknown. Appears in: IV

Dimitri Rascalov is second-in-command for the Faustin Family and close friends with Mikhail Faustin. Rascalov attempts to calm Mikhail but ultimately fails, leading to him having Niko Bellic kill him to save himself. He later turns on Niko and, depending on the players choice, can be killed by Niko. Voiced by: Moti Margolin.

Bobbie Ray Bobbie Ray is, in 1984, the co-host of the VCPR show Bait and Switch, alongside Larry Joe. He suffers from post traumatic stress disorder after fighting in Vietnam and openly admits to killing numerous obese people whilst drunk, thinking they were manatees. Voiced by: Jim Florentine.

Ken Rosenberg
Ken Rosenberg is, in 1986, an Ambulance-chasing lawyer and associate of the Forelli Family, who represents Avery Carrington, Giorgio Forelli and Tommy Vercetti. He helps Tommy in his rise to the top of Vice City's criminal ladder, but by 1992 finds himself in drug rehab in Fort Carson and abandoned by Vercetti. He then begins to represent the Forelli, Leone and Sindacco Families at Caligula's Palace. He helps Carl Johnson, who later helps him escape the Mafia families and employs him to help Madd Dogg.
