Cindy - Grand Theft Wiki, the GTA wiki

Cindy is a waitress in Maisonette 9 working for Anthony "Gay Tony" Prince. She is only seen in one mission, and has a short amount of dialogue after Tony orders her to give Luis Fernando Lopez, Ray Bulgarin, and Timur a round of drinks on the house.

When competing in the Champagne Drinking Contest, Cindy brings the bottle of champange up to Luis, and puts a lit sparkler into the neck of the bottle.

Cindy appears to live on the same street as Kiki Jenkins, one of the Girlfriends in GTA IV.
