The Civic Citadel is a sky raper in Liberty City in Grand Theft Auto IV. It is located in City Hall, Algonquin. It is home to a shopping mall at its ground floor and presumably houses the offices of many financial corporations.
Entourage

The Civic Citadel is featured in the mission Entourage, where Gravelli asks Niko to stay in convoy with a bunch of City Hall cars. The convoy is ambushed by some Russians, and the government member Bobby Jefferson ducks behind a garbage bin while Niko takes care of the Russians, then drives Jefferson to the Citadel.
