Civil Service is a computer game advertised in Grand Theft Auto IV. It is a city-management simulation game and a parody of the SimCity series. Features of the game include the ability to change traffic patterns to keep undesirables in the ghetto and the ability to change voting districts to keep minorities down, features which are unavailable in the real SimCity games.
