Eugene is a resident in Vice City. He is only mentioned on the official Grand Theft Auto: Vice City website^[1] and does not appear in the game. The Vice City Bureau of Investigation sees him as a possible way to get to Leo Teal, as he is romantically involved with him. Eugene is an interior designer and restaurant owner who is known to like Thailand and the beach. Leo Teal is a chef in a restaurant in Vice City, which may be the restaurant that Eugene owns. Eugene is not the only love interest for Teal however, as Moweesha is involved in "dubious practices" with Teal.
