Eugene Reaper was a Liberty City Gun Club member who is seen in Grand Theft Auto IV and The Ballad of Gay Tony. In high school, he played football and, during his senior game, completed the game winning pass, at the cost of breaking his leg in thirteen places in the process. According to a story on Weazel News he was a computer technician. His appearence was changed significantly in The Ballad of Gay Tony with his character model being made a lot more detailed, presumably to distinguish him from the generic businessman models on the street that he previously resembled in GTA IV.

His only appearance comes during the mission "Three Leaf Clover" when he is inside the Chinatown branch of the Bank of Liberty in Algonquin while it was held up by Patrick McReary, Derrick McReary, Michael Keane and Niko Bellic. After quietly conferring with fellow hostage Luis Fernando Lopez (who thought it was a bad idea to stand up to the armed robbers), he comments on his experience as a football player and says that "the world is built out of bad ideas" before drawing a concealed pistol and opening fire, killing Michael Keane. Packie and Derrick immediately kill Reaper in retaliation.
