Actually, the whole "idea" of 'the GTA III era being different from the GTA IV timeline' ''is'' true, not an "opinion" - Rockstar Games, themselves, said that GTA IV would have ''no'' ties with previous games in the series, and that ''none'' of the characters would be making a cameo. Although things like [[Cluckin' Bell]] and [[Weazel News]] appeared in the GTA III era aswell, it was, likely, to avoid the problem of coming up with loads of new fictional companies for the new Liberty City. The same can also be said for the "recurring" minor media characters, such as [[Lazlow]] and [[James Pedeaston]]. Incidentally, if the GTA III era Liberty City, and the GTA IV Liberty City are the ''same'' city, then the construction workers must have worked overtime to re-develop it from it's 2001 state to it's 2008 state!. Oh, come on, Im really sure its the same character: Both of them work for an unknown goverment agency, they use the same suit, its hair is similar, and even if he is known serbian it might be he just knows the language, or simply he lied. All the differences might be by the fact that 15 years have passed since San Andreas, and even if R* said these are different eras there are a lot of similarities between them.

Forums GTA Broken/Mike Toreno

I love this Mike Toreno character. He so secretive. He just disapeers with no warning. No goodbye mission. No anything. I've been thinking that he might be apart of U.L. Paper or the U.L. Paper man himself. Probably not true just want to hear what others think about it.

Yes.It's him.I'm sure it is.GTA IV and GTA:SA are set 16 years away and the smoking can explain the massive voice difference between the characters.Everything else can be explained simply by aging.They both never say what government party they work with,they have identical clothing and hair as well as the same attitude.They must be the same dude HuangLee 02:07, 28 January 2009 (UTC)

It can't be Mike Toreno, since GTA IV is set in a new era, with no connections from the GTA III era, and the U.L Paper man is Serbian, just like Niko, so it can't be Mike Toreno.

Ok for one he speaks Serbian just speaks it and number 2 the whole gta 3 era thing is an opinion if you think of it he wears his hair back has the same sort of talkutive figure and acts against the government as Toreno did in San Andreas.

Actually, the whole "idea" of 'the GTA III era being different from the GTA IV timeline' is true, not an "opinion" - Rockstar Games, themselves, said that GTA IV would have no ties with previous games in the series, and that none of the characters would be making a cameo.
