Franco Carter (? - 1986) is a member of a European gang, who has the same appearance as the Patrol Invest Group security guards. Franco Carter along with his fellow gang members are planning to rob a bank in Vice City, and prior to the event he is with Marcus Hammond in a Bobcat opposite the jewellery shop in Vice Point. Tommy Vercetti is employed by Mr. Black to kill Hammond and his fellow gang members. His name is a reference to the protagonist Frank Carter, from the videogame The Getaway.
