Frank Tenpenny
In the video game, Grand Theft Auto: San Andreas, Officer Frank Tenpenny is a fascist thug who controls Carl Johnson. He and his Los Santos police thugs try to arrest CJ at every crime they catch him do. At the start of the game, he frames Carl for murdering a fellow police officer and carrying drug money.
