Gang Leaders are the leaders of gangs and appear as main, supporting and minor characters throughout the Grand Theft Auto series. Some gang leaders also have a specific name, such as with a Mafia family gang leader, who is referred to as the Don of the family. The gang leader is the man in charge of the gang and runs the gang on the advice of his advisor and high ranking gangsters, while ordering both them and the gangs regular gangsters to do various jobs and missions. The gang leaders can also employ and rely upon associates to do their bidding or aid them.

Four protagonists in the Grand Theft Auto series have been shown to be gang leaders or co-leaders, namely Tommy Vercetti of the Vercetti Gang in Grand Theft Auto: Vice City, Carl Johnson in Grand Theft Auto: San Andreas, Victor Vance of the Vance Crime Family in Grand Theft Auto: Vice City Stories and Johnny Klebitz of The Lost Brotherhood in The Lost and Damned. In these games, the protagonist is able to recruit other gangsters to aid them.

Catalina led the gang into new forms of criminal activity, in particular the manufacturing and sale of SPANK through the gang along with the Triads, Uptown Yardies and Purple Nines. She is known to ally herself with Miguel, Claude, Curly Bob, King Courtney, the Triads, Yardies and Purple Nines.

Leader Diaz' Gang Deceased Ricardo Diaz was the leader of Diaz' Gang based in Vice City. He leads the gang into Vice City and into the drugs trade, becoming the biggest gang in the city. He is known to ally himself with Gonzalez, Juan Cortez, Lance Vance, Victor Vance and Tommy Vercetti.
Franco Forelli Don Forelli Family Unknown Franco Forelli is/was the Don of the Forelli Family who may have been killed when Fort Staunton was destroyed at the hands of Toni Cipriani. Franco had, prior to 1998, led the Forelli Family into new forms of criminal activity, primarily through controlling Liberty City Liberty City, Roger C. Hole, until his death, also at the hands of Cipriani. He is known to ally himself with the Leone and Sindacco families, along with the main gang in Sicily.

Sonny Forelli
Don Forelli Family Deceased Sonny Forelli was the Don of the Forelli Family from an unknown point in time until his death in 1986 at the hands of Tommy Vercetti, formerly a loyal Forelli Family mobster. Sonny had led the Forelli Family into various new forms of criminal activity, primarily the drugs trade in Vice City. He was known to ally himself with the rival Leone and Sindacco families, along with the main gang in Sicily, the Vance Crime Family and Ambulance-chasing lawyer Ken Rosenberg. He is advised by Harry and Lee.

Cedric Fotheringay
Leader Liberty City Bikers Deceased Cedric Fotheringay was the leader of the Biker gang based in Liberty City. He led the gang into the drugs trade and illegal street racing. He is killed by Toni Cipriani in revenge for hitting Maria Latore, whom he is known to ally himself with.
