Gary Schaffer is the chief of police for the Carcer City Police Department. He is put on trial after a snuff film ring, involving Schaffer, was discovered. In 2001 he was cleared on charges of corruption due to the disappearance of many witnesses. Schaffer appears as a main character in Manhunt and is mentioned in Grand Theft Auto III.
