hier is a section in the item definition file in Grand Theft Auto III, Grand Theft Auto: Vice City, and Grand Theft Auto: San Andreas. It is used to define cutscene objects. Opcode 02F3 depends on objects being defined within this section.

A Id integer Unique object identifier.
B ModelName string Cutscene object name. The model does not have to exist; the name is merely a placeholder for the script file to use.
C TxdName string Cutscene object texture. The texture does not have to exist for the same reason.
