Happiness Island is an island in the water surrounding Liberty City, officially part of the borough of Algonquin. It is based off of the real-life Liberty Island, complete with its own version of the Statue of Liberty called the Statue of Happiness. The end mission occurs on Happiness Island.

Despite being based on Liberty Island, Happiness Island isn't very secure - there are only a few cops on the island, and no reinforcements should arrive (apart from helicopters) as the island is surrounded by water. It is surprising, however, that Police boats do not dock on the island to let officers off to try to kill or arrest Niko.
