In San Andreas it can be obtained on the naval base ship (automatically giving you a 3 star wanted level) or if you complete all golds in flight school it will spawn at the Verdant Meadows flight strip, giving you much easier access. *In Liberty City Stories it is ONLY obtainable by cheat disk (ie.
