John Norris is a character from the Grand Theft Auto series who is mentioned on the Liberty Tree website. He is a Liberty Tree writer in 2001. John Norris is a city inspector for all shipments in and out of Shoreside Vale. He seems to believe that Liberty City can not be cleaned up, with illegal activity controlling the city.
