In Grand Theft Auto 2, the Loonies live in the mental hospital in Anywhere City and give Claude Speed s. As long as these crazies are on your side, they will never give you any problems that are caused by their mental state. Claude works for the Loonies only during the first third of the game in the Downtown Sector.
Gaining Respect
To gain Loonies' respect, Claude needs to kill Yakuza.
Territory
They take Fruitbat, and the Sunnyside. Many missions take place at University.

Another apperances
They make a brief appearance during an Scientists mission in the Residential District in which Claude, in order to gain the respect and trust of the Rednecks, must run down and kill three escaped Loonies.
