Mel Toblowsky - Grand Theft Wiki, the GTA wiki

Mel Toblowsky was the foreman of the LibEl construction company at Columbus Avenue. He was an associate of the Messina Family, and this was revealed to Rocco Pelosi by an union official working for the Messinas. It is most likely that he was the target in the crane that was blown up by Luis Lopez, as the other two targets' locations were also given up by the union official.
