Character history
Phil is, in 2013, a married Los Santos resident and a member of the Epsilon Program, although he dislikes the group and only joined to find better employment. He owns a Benefactor Schafter and complains about the 'foreign trash' when it breaks it down on the train tracks crossing Chum St on Elysian Island. Franklin Clinton, covering for JB Bradshaw, later tows the car to safety and drives Phil to the Glass Heroes repair shop in Strawberry. On the way, he explains that his wife complains about him disliking foreign manufacturers and that she will surely change her mind after hearing of his escape.
