Philip Hedges is a state prosecutor, who leads the prosecution in the trial of 8-Ball. Philip Hedges wins the case, and 8-Ball is conviceted of 85 charges of owning a gun without a license. Evidence used by Philip Hedges include links to gangs in Liberty City (in particular the Leone Family) and the haul of weapons (including rocket launchers, flamethrowers, hand grenades and a various assault weapons.
