==Mission Summary==
 
It begins after [[Ice Cold Killa]] when Cesar asks Carl to the roof to take down T-Bone Mendez's security, the [[Loco Syndicate]], in order to get access. Once the guards are down, Mendez and [[Ryder]] arrive at Pier 69. They take down the Ballas in order to get to Mendez. Once they get to Mendez, they kill him, but Ryder escapes from the attack by swimming to a nearby island and steals a boat. Carl manages to steal another boat and pursues him. After a short chase, he manages to destroy Ryders boat, killing him in the process.
