Portland Harbor is a shipyard in Portland in Grand Theft Auto III and Grand Theft Auto: Liberty City Stories. It is mainly groups of warehouses with a few large docked freighters. In Grand Theft Auto III, a Colombian Cartel ship filled with SPANK is docked here, but is destroyed in Salvatore Leone's mission Bomb Da Base. This location is also where you can get the Securicar cracked for money and the location of the Portland Import/Export Garage and the Emergency Vehicle Crane.
