The Portland El is a commuter train that runs across the Portland district of Liberty City. The Portland El was completed in 1930, and continued to run until at least 2001 (when Grand Theft Auto III took place). The Portland El has appeared in both Grand Theft Auto III and Grand Theft Auto: Liberty City Stories, along with a section appearing in Grand Theft Auto: San Andreas.

The Portland El has stations in St. Marks, Hepburn Heights and on the edge of Portland Chinatown. The three areas are held, in Grand Theft Auto III, belong to The Leones, The Diablos and the Liberty City Triads. This is likely by design, and after leaving Portland in Grand Theft Auto III it becomes extremly dangerous to use the Portland El, as each gang is out to kill the protagonist and player character Claude Speed.

The Portland El, by 1998, had fallen into a bad state, and three years later Mayor Miles O'Donovan has done nothing to improve the conditions. The Portland El has two train tracks, however stations only appear on one side, which may suggest that there was originally two trains running in opposite directions, or may just have been put in for possible use by the player.
