The Sweeper is a vehicle in Grand Theft Auto: San Andreas. It can be seen driving on some of the streets, although it has no special functions so can't actually "clean up" the streets. One can be found near Unity Station under the overpass in Los Santos. And strangley enough,it only appears in San Andreas.
