Tahir Saeed is an Arab working for Yusuf Amir along with Ahmed at the time of The Ballad of Gay Tony. He and Ahmed set up a meeting with Yusuf at the tourist cleared observation deck of Rotterdam Tower, but when Luis Lopez shows up in his place and walks into a NOOSE trap they set up in order to take control over the property business, Tahir is thrown from the observation deck.
