no, when GTA 1 was released it was given an M certificate by the ESRB originally ELSPA went up to 16 so the games were past on to the ESRB Chip2007
Well now that I'm a trial admin, I was going to delete the page myself (having seen that an admin added the delete tag), but I'm not sure that my question was actually answered. A-Dust has taught me not to trust an answer from Chip2007. I know that he/she is a user with their heart in the right place (I couldn't think of the word I wanted), but I still can't trust the answer. According to Amazon.co.uk, GTA 1 was given an 18+ rating by ELSPA. [1] Also, I'm going to be merging this article with ELSPA. A-Dust 11:48, 10 October 2008 (UTC)
