It is a Thunderbird
Its mainly a 1955-'57 Thunderbird (someone got rid of that info but I put it back) not a '67 (the back end is also from the '55-'57s), there are a few similarities with the Facel Vega but the Vega is a French car probably rarely seen outside of Europe and GTA IV is set in the US - so it won't make much sense.
