Tommy Romero is, in 1997, a criminal who works for Bubby and resides in Law Island, Liberty City. He first appears to pay the protagonist for blowing up the local police precinct. Tommy later robs a bank and has the protagonist work as a getaway driver, driving him back to his home in Law Island.
