Roger C. Hole was the Mayor and a resident of Liberty City, having first been elected in 1992. In 1993 three prostitutes and a construction company manager attempted to gain government contracts, while in 1995 he was photographed with members of the Forelli Family. He was also later accused of securing drugs for city officials in return for sanitation contracts and accused of having sex with two underage girls, although he was later cleared of those charges. Hole, who was controlled by the Forelli's, attempted to have Salvatore Leone arrested but was later killed by Toni Cipriani on orders from Salvatore.

Jimmy Hopkins is the protagonist of Bully who is believed to appear in Liberty City in Grand Theft Auto IV during the mission Blow Your Cover, as a character similar in appearance and clothing is visible in the mission. Hopkins had previously been left at Bullworth Academy where initially befriended Gary Smith, who later turns against him causing problems with the school various cliques. Hopkins, however, later restores the peace and becomes the 'king of the school' and an ally of Dr. Crabblesnitch (on the right of the picture).
