The Portland El, by [[1998]], had fallen into a bad state, and three years later Mayor [[Miles O’Donovan]] has done nothing to improve the conditions.  The Portland El has two train tracks, however stations only appear on one side, which may suggest that there was originally two trains running in opposite directions, or may just have been put in for possible use by the player only.
