While some crimes, such as vehicular homicide or a murder with a gun, will not get an instant star if done outside a police officer's sight, some, such as using the flamethrower or molotov cocktails, will. At one star, police on foot will hit the player with a nightstick and pursue them (including trying to pull them out of a vehicle) while police in vehicles will chase the player. A one star wanted level can be removed by staying out of trouble and police sight for a short while, using the Pay 'n Spray or disabling a police vehicle.
The following crimes earn you one star wanted levels:
* Grand theft auto
* Homicide
* Skipping past a tollbooth
* Using a weapon, explosives or flames
* Damaging a police vehicle
* Blowing up one or two civilian cars.

At two stars, several police vehicles will come to chase the player, and officers on foot will use guns often, particularly when threatened or being ran away from. A wanted level of two stars or higher can only be removed via Pay 'n Spray, saving the game and disabling cop cars.

* When drug dealing, there is a semi-random chance of a drug bust happening, which leads to two-stars.
* Continuing to kill pedestrians or destroy vehicles.
