Zombotech is a genetic reaserch corporation. They are most likely researching genetics for military pourposes. The name and the corporation itself is a parady of Ubrellas's Resident Evil series.
The Zombotech headquarters is located in Downtown San Fierro, San Andreas. The building itself can not be entered. You can only go into the building's central "courtyard". There you will see a huge double helix of the human DNA painted in gold, hanging above the "courtyard".
