He believes in setting the gangs of [[Los Santos in GTA III Era|Los Santos]] against each other and helps the [[Ballas]] and [[Grove Street Families]] members [[Big Smoke]] and [[Ryder]] in their attempts to [[The Introduction|kill]] [[Sweet]]. He later takes Sweet's brother [[Carl Johnson|Carl]] to [[Angel Pine]] and follows him as he moves through [[San Andreas in GTA III Era|San Andreas]] and intereferes in his life. Carl later meets him one last time in Big Smoke's [[Big Smoke's Crack Palace|crack palace]] after [[End of the Line|killing]] Smoke, and later begins to chase him around Los Santos, resulting in Tenpenny driving his [[Fire Tuck|fire truck]] off a bridge into [[Grove Street]], where he dies.

He destroyed the heroin and killed the men, but soon after, Timur and more backup arrive, telling Luis that Bulgarin was at [[Francis International Airport in GTA IV Era|the airport]] ready to leave in his [[Blue Ghawar]] jet. He reveals that he was trying to turn Bulgarin against Luis, telling him he was too weak. Timur is killed and Luis makes his way to the airport.

Haines has the protagonists [[Three's Company|kidnap]] and [[By the Book|torture]] a suspected [[Ferdinand Kerimov|Azerbaijani spy]], [[Blitz Play|ambush an armored truck]] containing the IAA's bonds, [[The Paleto Score|rob a bank in Paleto Bay]] to finance a later raid, [[Monkey Business|infiltrate a biotech chemicals company]] to steal a powerful neurotoxin, and [[The Bureau Raid|break into FIB headquarters]] to recover or destroy incriminating data against Haines. After [[Lamar Down|rescuing]] [[Lamar Davis]] from the Paleto Bay sawmill, Haines and Norton wants Franklin to assassinate Trevor. If Franklin kills either Michael or Trevor, Haines severs all ties with the surviving protagonists; however, should Franklin decide to save both Michael and Trevor, Trevor assassinates Haines at the [[Del Perro Pier]].

Weston does not pay [[Franklin Clinton]], [[Trevor Philips]], and [[Lamar Davis]] for their efforts, instead investing the money and stating that he will release it when he sees fit. Weston hooks [[Michael De Santa]] up with his idol [[Solomon Richards]], who is producing his last movie, [[Meltdown (film)|Meltdown]], before his retirement. Weston wants to [[Legal Trouble|pull the plug]] on the film to collect a massive insurance payout; however, Michael recovers the film and Weston's legal counsel [[Molly Schultz]] is accidentally killed in the process. As retribution, Weston [[Meltdown (GTA V)|sends Merryweather mercenaries]] to Michael's house to murder his [[Amanda De Santa|wife]] and [[Tracey De Santa|daughter]]; however, Michael thwarts the attack. Sometime after [[The Big Score (GTA V)|robbing]] the [[Union Depository]], Weston shows up at Franklin's house, and Weston wants Franklin to assassinate Michael. If Franklin kills either Michael or Trevor, Weston severs all ties with the surviving protagonists; however should Franklin decide to save both Michael and Trevor, Trevor finds Weston at his estate guarded by mercenaries, and Trevor kidnaps Weston and puts him in the trunk of his car and takes him to Paleto Cove, where the protagonists push the car into the ocean, killing Weston.
