In The Ballad of Gay Tony for GTA IV, me and my brother figured out a great tactic for taking one down; use the explosive-ammunition shotgun! This works especially well when aimed at the tail, it spins the helicopter round, sometimes causing it to enter a deathspin, other times making the pilot face you directly!
