Carl reunites with Woozie in San Fierro and the two quickly become strong allies, joining forces to take down each other's enemies - Carl targeting a drug cartel known as the [[Loco Syndicate]], which is supplying drugs to Smoke, and Woozie targeting his Vietnamese rivals, the [[Da Nang Boys]].
