DJ Paul is an British DJ on Vladivostok FM who plays live at the Bahama Mamas club in Liberty City during The Ballad of Gay Tony. He is one of the witnesses amongst the many club-goers to Luis Fernando Lopez shootout with the security and murder of Vic Manzano.

Trivia

DJ Paul and is possibly a reference to Kent Paul, another character in Grand Theft Auto: Vice City and Grand Theft Auto: San Andreas.
