This sounds like that you have not unlocked Las Venturas/The Desert, as there is an invisible barrier around that minigun spawn that doesnt get removed until after "Yay Ka Boom Boom" (where MT rings you to come to his ranch, therefore unlocking the desert). So yes, it is programmed into the game, but it gets removed. | |||
