In-game, it is presumed that after [[Victor Vance]] wiped out a very large majority of the Cholos, Little Haiti came under the control of the [[Vance Crime Family]] [while a small number of Cholos still lived in Little Haiti, they had no real power]. After both Vic and [[Lance Vance]] leave the city, it is believed the Haitian gang formed and took over Little Haiti.
