Some people say it was from a past mission where a man says quote "CJ remember I WILL ALWAYS BE WATCHING YOU" from the phone booth....  rumor has it if you go there a 3:33 am in the game time the phone will ring. some say its the man from a mission you had there, or maybe tinnpenny's ghost... No ones knows for sure
