He is a drug connection to [[Armando Torres]] and [[Henrique Bardas]], who set up a meeting with him in [[East Hook]] to buy a package of [[heroin]]. Shortly after greeting each other, the deal is raided by [[NOOSE]]. Papi thinks they've been followed, but as soon as Armando reveals the phones might have been tapped, he refuses to work with Armando and Henrique again, calling them amateurs. He may be a member of Northwood Dominican Drug Dealers
