Phil Bell
Phil Bell was an Irish-Italian associate of the Pegorino Family based in Port Tudor, Alderney, and was close to Jimmy Pegorino who considered him a good earner. He was also a friend of Jimmy's wife, Angie Pegorino - although it may have been more than friendship.
Bell was careful about wiretaps and surveillance, maintaining that he was a legitimate businessman. He runs the Pegorino-owned Honkers strip club in Tudor, Alderney. Bell had an uneasy relationship with Pegorino Capo, Ray Boccino, which increased in animosity. He was introduced to Niko Bellic by Boccino.
Bell ordered Niko to steal a truck filled with heroin and deliver it to his nephew Frank Gallo. After this, Bell referred Niko to Wade 'The Fixer' Johnson. Soon after, Bell and Niko steal cocaine from the Russians who intended to sell it to the rival Ancelotti Family. However, news of this reaches Ancelotti Capo Charlie Matteo who intends to go to the Mafia Commission, so Bell had Niko kill Matteo and his henchmen.
Later, Bell moved the heroin that was left with his nephew, but the FBI attempted to arrest him, leading to a heavy Police chase in which Niko led him to safety.
In the 'Deal' storyline, Bell went with Niko to a warehouse in Port Tudor to collect money in a heroin deal with Dimitri Rascalov, only for Rascalov to kill the buyers, compelling Bell and Niko to shoot their way out of the warehouse with $250,000.
In the 'Revenge' storyline, Bell decided he's getting out of it all and that the Pegorinos are nothing now, after Niko kills Rascalov at the port at East Hook, Broker.
