Mikhail will run up some stairs to the top of them and start saying some things about Dimitri. Once they’re all dead, Mikhail will open fire on you with his Micro-Uzi. Don’t bother to return fire; climb the escape quickly and you'll see that he's stuck at the top of the stairs.
