:::{{Rebut}}Ever see the movie "US Marshals"? They take a car in that movie when they're going after Mark Warren in New York City. Same thing in the first "Rush Hour" movie when Chris Tucker is going after Jackie Chan on a "borrowed" motorcycle. It's called requisition. They give the car back when they're done using it.
