Niko Bellic is the protagonist and playable character of GTA IV. He is presumably from Eastern Europe. Niko is guilty of committing previous criminal acts in his life and wishes to escape his past and his home, where he is currently having issues. He is persuaded by his cousin Roman to move to Liberty City where he lives the "American Dream" and Niko falls for the deception. In the beginning Roman is the only person he knows in the entire city and must protect him from the many individuals he is in debt with.

Roman is also heavily in debt with various figures around the city.
Roman is Niko Bellic's cousin who resides in Liberty City. Roman claimed in many letters and e-Mails home to be living the "American Dream", sleeping with many women, living in a luxury condo and owning many fancy cars but in reality he owns a gritty taxi firm in the outskirts of Broker. He successfully manages to persuade his cousin Niko to move to the city using his deception, or so he thinks, as Niko has very different reasons to come to LC. Their relationship seems strained and they are always bickering, but it becomes very clear that Roman is all too happy that Niko is at his side. Roman is also heavily in debt with various figures around the city.

The South Bohan community leader. Elizabeta and he seem to not like each other, as seen in Trailer 3. Manny often talks about how he's "cleaning up the streets" and spreading his message out to other communities. Throughout the game Manny is shooting a documentary about cleaning up the streets. He intends to title it "Gospel of the Streets" but, like most of the time when he gets a good idea, he has no paper or a pen. However his film is cut short after he is coldly murdered alongside his cameraman by Elizabetha after attacking her drugs business.

Dimitri Rascalov
Easily the main antagonist of the game. Formerly the protege and right-hand-man of Mikhail Faustin, he later uses Niko to kill his unstable boss and takes over. In the course of the game he overshadows Niko's life several times, always close to either harming Niko (for example by bringing Mr Bulgarin to LC. Bulgarin thinks that Niko stole from him) or those who are close to Niko (he has his hands in several attempts to end Roman's life and also burns down his apartment and Taxi-business).
