Vlad is a Russian loan-shark and mobster. He claims to be very powerful in the underworld, but actually runs a low function. He runs the [[Hove Beach]] neighborhood in [[Broker]] with an iron fist. He offers [[Niko Bellic|Niko's]] first real batch of missions working for money. He treats Niko with disrespect, and refers to him by derogatory names such as "yokel" and "serf".
