He can still be killed by the soldiers if they see him passing by (and this shouldn't happen because he hasn't trespassed inside the base). It is considered the most dangerous area to be either accessed or explored because the army has little to no regret in killing Tommy whether or not he is a terrorist, even when he's not carrying a firearm. There are no hidden packages inside the base, but they contain unlocked vehicles inside, but it is still too dangerous to get inside. If the player wears the cop uniform and enters the base, the soldiers will not kill Tommy.
