Excelsior is a razor brand advertised in Grand Theft Auto IV on Weazel, the radio, and around Liberty City. The ads parody Gillette. The Extreme 9's are most likely named so because they're $9 dollars each, according to some posters around 24/7, they sell a pack of two for $18.
