For me, whenever you actually jump, not walk or run, off of a building, you die. And much smaller jumps, only about five stories, will take away half of your health, which means ten stories should take away all or almost all of your health. So falling from the tallest solid point in the game and surviving is probably a glitch. If you have a different version, the glitch may have become a full-on bug, where fall damage fails to take. If you have GTA San Andreas, not Greatest Hits, for PS2, then I don't know why you can jump off and I can't.
