The Civic Citadel is a skyscraper appearing in Liberty City in Grand Theft Auto IV. It is located in City Hall, Algonquin, between Diamond and Calcium Streets and Union Drive West and Liberty Lane. It is home to a shopping mall at its ground floor. The building houses the City Hall of Liberty City as well as many other city governmental departments. Kiki works as a public defender there. Additionally, there are jump ramps at the northern and southern sides of the building. Players can execute a stunt jump using these ramps.
It is based off of the Woolworth Building in New York City.

The Civic Citadel is featured in the mission Entourage, where Gravelli asks Niko to stay in convoy with a bunch of City Hall cars. The convoy is ambushed by a group of Russians, and the government member Bobby Jefferson ducks behind a garbage bin while Niko takes care of the Russians, then drives Jefferson to the Citadel.
